BEE Management
Development Programme

The implementation of the B-BBEE has received a boost today with the
launching of the B-BBEE Management Development Programme (MDP).

The programme was launched by the
Minister of Trade and Industry, Dr Rob
Davies, at the Velmore Conference
Estate in Erasmia, outside Pretoria.
The programme, which will be offered
by the University of South Africa and
Wits University, is aimed at ensuring
uniformity and consistency in the
application and implementation of BBBEE.

Enterprise Development

Enterprise Development can be defined as applying entrepreneurship for growth of enterprises.
Creating a culture of developing enterprises to grow and be profitable – the strategy is to promote an
enterprise development culture that promotes ideas that are turned into profitable growing businesses
by development programs of mentoring coaching and incubation (Kauffman Foundation et al 2005).

Enterprise Development (ED) is one of the 7 elements contained within the BEE scorecard. It counts
15 points towards the scorecard and has a strong link with procurement.

Enterprise Development Contributions consists of monetary and non-monetary, recoverable and non
recoverable contributions actually initiated in favour of a beneficiary entity by a measured entity with
the specific objective of assisting or accelerating the development, sustainability and ultimate
financial independence of the beneficiary. This is commonly accomplished though the expansion of a
beneficiaries financial and/ or operation capacity.

Social Economic Development

Socio-Economic Development Contributions as defined in the Codes of Good Practice:

Socio-Economic Development Contributions consist of monetary or non-monetary contributions
actually initiated and implemented in favour of beneficiaries by a measured entity with the specific
objective of facilitating sustainable access to the economy for those beneficiaries.

The BEE Scorecard target for Socio-Economic Development is 1% Net Profit after Tax (NPAT). SED
should be viewed as an investment in the future. Focusing your SED spend in the construction
industry is a direct investment in the long term development of talent, businesses and leadership.

B-BBEE Updates
New BBBEE legislation to be effected on 07/12/2011

SMME’s need to be accredited by a
qualified BEE Verification Agency in
order to access the various schemes and funds available to empower them.

The effective date of the regulations is 7 December 2011, and they will apply to all tenders submitted after that date. The regulations require that tenderers must submit a valid BBBEE certificate as part of the tender documents.

For tenders below R1 million in value, the BBBEE scorecard points will range between 0 and 20 depending on the BBBEE score achieved. The remaining points (maximum 80) will be awarded for other tender requirements such as price, quality, experience, etc.

In respect of tenders in excess of R1 million, the BBBEE score is a maximum of 10 with the balance of 90 points being attributed to other factors.
